I want to enter the Dynamical excitonic effects in calculation (BSE runlevel).

Dear Davood,
Even if I'm not totally sure, I suspect that the part of the code for including dynamical effects in the Bethe-Salpeter has been not developed anymore and it is not in the current release. Anyway, you can ask to Dr. Andrea Marini directly.
